Leena AI named a Pioneer in the Gartner® Emerging Market Quadrant™ for AI Agents in Human Resources
One of 15 established vendors evaluated. Here is what we think it means for HR leaders choosing their agentic AI path.

HR is moving from chatbots that answer questions to agents that finish work. The shift is happening faster than most HR technology roadmaps assumed. Gartner estimates that up to $234 billion of enterprise application software spending is exposed to agentic AI between now and 2030, as agents complete tasks across systems instead of people working inside each application.
Against that backdrop, Gartner has named Leena AI a Pioneer in its Emerging Market Quadrant for AI Agents in Human Resources, Established Vendors. We are proud of the recognition. We are prouder of the customers whose deployments shaped the platform that earned it.
What Gartner evaluated
This is a new kind of Gartner report for a new kind of market. The Emerging Market Quadrant covers 15 established vendors that Gartner’s HR clients ask about most, spanning HCM suites, enterprise AI platforms and HR specialists. Gartner also grouped vendors by where they come from, and it places Leena AI among workflow orchestration vendors with established HR service management capabilities, whose agents unify fragmented workflows and enable end-to-end process automation without replacing core systems.
That description is the product we set out to build.
Why we believe this matters for CHROs

1) There is a third path. The market has been framed as a binary: adopt the agents built into your HCM suite, or stand up your own AI program on a general-purpose platform. The first locks you into one vendor’s roadmap and one vendor’s data. The second puts HR in the business of building and maintaining software. HR-native agents that orchestrate across the systems you already run are the third option, and this recognition treats that option as an established category.

2) Agents should complete transactions, not just answer questions. The traits Gartner uses to describe Pioneers include HR-native agents that complete transactions across multiple systems and a growing record of scaling from pilot to enterprise-wide deployment. Answering “how much PTO do I have” is table stakes. Booking the leave, updating payroll, updating the benefits, and notifying the manager in one conversation is the work.

3) Every employee, not just the ones at a desk. Roughly 80% of the global workforce (2.7 billion workers) is deskless and never opens a laptop. [Add the citation as a footnote or link.] Agents that only live in a browser or a desktop chat tool leave those employees with the same phone queue they had before. Voice and mobile reach for frontline teams is part of how Gartner describes this category, and it is a core part of how we deploy.
What we shipped in the last year
- Voice as a first-class channel. Frontline employees call their AI Colleague and get the same answers and transactions as someone on Teams or Slack.
- AI Colleagues Studio. HR teams configure, extend, and govern their own agents without waiting on IT.
- Agent Operating Protocol (AOP). End-to-end process automation that spans systems, not just single-step tasks.
- Continuous content governance. Duplicate, conflicting, and stale policy content is flagged from live question data and routed to the right owner, so cleanup no longer has to finish before launch.
- A2A and MCP built in. Leena AI agents work alongside agents from other vendors instead of competing with them.
“CHROs are being told they have two choices for agentic AI: wait for their system-of-record suite to ship it, or build it themselves,” said Adit Jain, CEO and co-founder of Leena AI. “There is a third path. Agents built for HR work orchestrate across every system in the stack and go live in weeks. We believe Gartner’s recognition confirms that this path is now an established category, not an experiment.“
What is next
Gartner’s view is that this market is moving from single agents doing single tasks to multi-agent systems working across platforms. Our roadmap follows that arc in three moves.
Find the work. Leena Scout, a consented desktop agent now in beta, watches how HR teams actually work and surfaces the repetitive processes worth automating. The automation backlog comes from evidence, not workshops.
Build without IT. The next generation of Studio lets an HR process owner describe a workflow in plain English and get a working agent. The people who own the process become the people who automate it.
About the Gartner Emerging Market Quadrant
Gartner Emerging Market Quadrants evaluate vendors in markets that are early but moving quickly, where the technology and the vendor landscape are still forming.
Gartner defines AI agents in the HR submarket as autonomous or semiautonomous software entities that leverage AI techniques to perceive, make decisions, and take actions within HR environments. These agents enable HR organizations to automate and execute multistep HR tasks (such as information retrieval, workflow initiation, and communicating with end users) to achieve HR goals. AI agents in HR can function independently of core HR systems or be integrated into broader HR platforms, such as human capital management (HCM) suites, which are essential components of the HR technology stack.
